After the Sumerian Civilization was established, grew, and expanded greatly, various city-states formed. The formation of many city-states led to the need to rule under one king. The first King was Etana of Kish. After Etna, the city-states fought for domination. This weakened the Sumerians, and they were eventually taken over by the Akkadians.
Each Sumerian city state had its own defense in the way of armies and city walls but Sumerian did not have a central, unified defense arrangement which made it easier for the Akkadians to break down the structure of Sumerians.
There was constant conflict between the city states and threat of invasion from the north. Around 2340 BC the Akkadians, people in the north overran the Sumerian city states and brought them under one rule, the first known empire. However, it didn't last long. The Akkadian Empire was destroyed by raids from neighboring hill peoples by 2100 BC. The Sumerian civilization collapsed bringing on a dark age. It wasn't until 1792 BC that a new power came to control much of Mesopotamia, the Babylonians, through their king Hammurabi
